Like tulips,hyacinths,etc? And must the foliage turn brown before it is cut back?

Yes you do. The best way to deal with this is to plant your bulbs under or behind a perennial that will come up after your bulbs are finished blooming and hide the dying foliage. Don't bend or rubber band your foliage-it looks ugly, takes a lot of work and messes with the vascular system. That is kind of like stomach banding the plants.
Reply:Yup. I know it looks ugly, but the bulb gets its nutrients from the leaves so that it will bloom again next year.

Reply:It's a lot of work, but u can fold the leaves over and rubber band them together till they die naturally. I've done it and it works.
